So, how should they be promoted?

Personally, loyalty would be a good one, however, I see how some people may disagree.

Let's say your in F.E.A.R. for a year, but you do nothing to deserve a promotion. Thus, you don't deserve a promotion.

But, if you have done something to deserve a promotion while being completely loyal, you should deserve a promotion.

My personal opinions for promotion, like STATED in the guide, are: Loyal, grammar, and skill. No doubt about.
