It's a Minecraft launcher that allows you to go on servers that are onlinemode=false, Doesn't require you to have a minecraft account.

Is that illegal?

It's not really illegal it's just a different launcher for the game,Majong(The company that makes minecraft) doesn't get mad if people use it.
