2 Problems I currently see in FEAR

Now, There are MANY problems with FEAR, But these 2 stand out.
Disrespect: Well, Obviously, the LR's think they can get away with being Disrespectful to High ranks. Should we Have T13H be like... The Discipline Attack Dog of FEAR?
And,
FEAR Meeting: Not sure if this is a Problem with the HR's or Massive planning. But I usually only see 1 FEAR Meeting every 2 weeks or so, And now I'm seeing the HR's being called to FEAR Meeting almost every hour.
Not sure if it's a Problem, Or if the HR's are planning for FEAR Generation 3.
