FEAR Officer Reform Ideas

I have some ideas. Here is a list of what I deem as fair. Harsh, yet fair. Feel free to criticize as necessary.

1. All Officers are demoted to Captain, and some to LET and below depending on their activeness and behavior.
2. All Majors are demoted to Captain, and some to LET and below depending on their activeness and behavior.

-Majors are almost as bad as the Officers, and the rank is obtained way too easily. Major should be somewhat difficult to get, and by the time one reaches Officer, that person is a golden FEAR member in the High Ranks' eyes. This does not mean they'll get Colonel, like every other good Officer. I am thinking of a HR reform eventually.
3. There will be written requirements for both ranks, and hidden requirements decided upon by the HRs.
4. Colonel+ manually approve the Majors by an evaluation that can last up to 1 week. The evaluation must include some time where the member(s) is(are) unknowing to our watching him so we may observe their normal behavior.
5. Majors that are worthy of Officer will be brought up in FM, and upon a passing vote of 6:4, a private evaluation will be held for said Majors. These evaluations are private and uncommon, taking place with only a General and a Major. These evaluations can last for up to a month, depending on how well the Majors perform. If passed, another vote will be held for the Major. The vote must at least be a 7:3 for that Major to be accepted into Officer.
6. The caps for each should be sliced. We have way too many of each. I say, no more than 175 Majors, and no more than 100 Officers.

7. Every active Colonel+ must participate in this when it is required. Failure to do so will be noted. Colonels and Generals at FM will vote on who should receive Major promotions, and General+ only should vote on who receives Officer.

8. Majors and Officers should have more responsibility. Officers should be able to once again host a wall training and co-host a High Rank's training, and Majors should be able to help co-host the training sessions of the Officers. Major+ should also be able to request the ability to hold official training sessions, with the usual training rules applying.
9. Activeness will be checked regularly. Absence without an excuse can lead up to a demotion if necessary.
10. Those who whine about being demoted through this reform will be at risk of being demoted further, showing that even they cannot handle their current rank.
11. This will be a slow, delicate reform. This cannot be ruined.

What we need is a "Head of Officers."

That can be arranged, Iroc, yet this reform is still needed in my opinion.
